Jeff has bad eyesight.
SINCE he has no eyelids, his eyes are prone to the natural elements of the world. Which has damaged his eyes to the point he needed glasses. He reused to wear them and was warned if he didnt he'd end up blind.
He didnt listen untill his vision got way to blurry, only then he listened. But since he's blood thirsty, when he goes killing his glasses would fall off and break.
Everyone got tired of him breaking his glasses so they gave him contact lens.
