Mathew from the Bureau of Genetic Welfare used to have a different name:
Gale Hawthorne.
He was in love with Katniss Everdeen. After the rebellion, Katniss and Peeta were married and had two children. Devastated, Gale told Katniss he was going to District Two but instead left Panem. After a long journey, he came across the Bureau and found out that his whole life was just part of their 'experiment'. Gale changed his name to Mathew and started working there. He aways wore a green string around his neck. Tobias thought it was because it was the color of the support staff's uniforms. But he was wrong, it was really because it was Katniss's
favorite color.
