So first off, you're going to go download any cc from a cc website, I recommend Thesims4updates.net or thesimsresource.com. Then you're going to go into your download file. Your cc should be there once it's done downloading. Make sure it isn't a .zip file. It must be a .package file, those are easiest (.zip files require special software to unzip them). So you're going to right click the piece of custom content and copy it. Then you're going to go into Documents > Electronic Arts > The Sims 4 > Mods. Once you're there, right click and select paste. Your new custom content should now be in your mods folder and ready to use in-game! There's also another way to move the cc from downloads to the mods folder, but copying and pasting is the easiest way.
Also, you DO NOT need a membership to TSR (The Sims Resource) to download cc from that site.
