The powerful Pokemons decided create two deities, one who control the the sequence of matter, they thought in a material to stand the test of a long period making the first material without life, the steel. The steel gripped to the new pokemon giving the ability of controlling the time. For perfect sequence Arceus decided that each heartbeat of the new pokemon mark the beginning and end of a period. This pokemon we know today as Dialga the temporal pokemon.
