Arceus's arms began to separate in million of parts, each piece had just one eye, the parts of the arms began to levitate and spin around Arceus, they seemed symbols.
Arceus appointed to the billions of symbols as Unown, they had the task of wander between planets, constellations, galaxies and dimensions to monitor because they would be the eyes of Arceus.
These pokemon weren't strong because they were a part of a body but together they would be able to do almost anything.
They had the ability of control the reality at will to travel wherever they want, the Unown had a omniscient vision because they could see both the physical and the internally.
If something happened and they could not handle, they with it's song would invoke Arceus.
Many of the Unown were in the dimension of the space or of the time to patrol the activities of Dialga and Palkia, only the dimension of Giratina was not invaded by the Unown.
