Here are a few things I found help with getting reads.
First, you need a snazzy cover. This is the first thing people look at. If a cover looks intriguing or professional, people will click on your story. I do my own, so I don't know of any people to recommend to help with that, but there are users that will make covers for you. If anybody knows of any, comment them for the readers. You could also open a club discussion asking for artists.
Next, you need a good description. If your description box is empty, there are plenty of other stories for people to move on to. Wattpad has a bazillion. So you have to make your story stand out. I have a chapter on descriptions in case you're skipping around.
I know I say it a lot, but you have to have good grammar. No one wants to see a two-page block of text without periods or line breaks with horrible spelling. When in doubt, Google the spelling.
If you're good at art, make a book and post your drawings. I just did this and I got 100-200 views a day on it after just putting it up. This is a good way to draw people into your page. If they like your art, there's a chance they will look to see what else is on your wall.
A good way to get noticed is to vote and comment on other people's stories (especially if they're similar to yours in genre. ex: post apocalyptic or fantasy). Other readers will see your comments and might click on your name. You can also start discussions about fantasy or post-apocalyptic stories. The people who respond will be interested in your genre. Get your name out there.
Also, I like to add some comments from readers into the description. That way, the reader gets the opinion of other readers and might be more inclined to read your story. Thank you for the people that left awesome comments on my stories! You guys are the best.
When people leave a bunch of votes on your story, if you post a little thank you note on their wall, their followers will see that. What? A post apocalyptic story? That's fun, let me check it out. Plus, people like friendly people. If you're nice and not leaving hate comments, people will look at your page.
Lastly, it takes time. Views take forever to build up. My story, Beached, has over nine-thousand views, but it's been there for about over three years. Don't delete your story because you haven't gained notice over a few weeks, or even months. It really just takes time.
I can't really help you with getting votes. Most people just won't do it. Don't ask me why. I vote on everything. Posting a little "thanks for reading please vote" at the bottom of your chapter will remind the reader to do it if they just don't remember to vote. I think people a lot of the times don't vote because they don't want other people to see that they were reading the steamy One Direction vampire fan fiction (because it pops up under your activity that you voted/commented on it). To those people, I'd like to share a tip. You can delete those.
Ps, votes don't really count for anything anyway. Reads are what get you more reads and people will never vote as much as you want. They don't really do anything, but it's nice when you know someone is reading your story.
