I really like this diy because since rompers (tank top and shorts combined) can be really expensive, you can make this simple one using a cute maxi skirt that can usually be found on a clearence rack. This is perfect because it makes a really great beach cover-up. And it's relativly easy, too. It really just requires a bit of cutting and rearranging. Also, the piece of waistband for a belt is optional.
With= more romper-y
Without= more flowy/ dress-like
