Ludwig is actually the most sensitive of the two. He may have an extremely fiery temper compared to Gilbert's, but he's more likely to lock himself in his room and silently weep if someone emotionally rips him apart. On the worst days, Ludwig would toss his pride out the window, hold onto his brother and cry into his shoulder. Gilbert's just so much emotionally sturdy since he's been through more agony than Ludwig has.

There's also another reason why Germany's sensitive. Sometimes, the soul of Holy Roman Empire still cannot take Italy not knowing that his past love is standing right in front of him in the present. Sometimes Germany cannot control it and lets it all out for the soul of HRE, usually in front of the only other person he treats deeply other than Italy: his own brother, Prussia.
