Its description is ".". The fact that the description is the same of Messages and the man is a sailor, could be a reference to that video.
"Return to us" and "Wake up" appear on the screen. This is another video of ToTheArk talking bout itself using the pronouns "us" ("Return to us"). Also, "Return to us" is the exact same size and font used by Jay in all his entries, a way to mock him.
The bicycle parade shown is a footage from 1915 Panama-Pacific International Exposition. It took place in San Francisco, and it was a World's Fair of sorts.
Near the end there is written "AIATIWNGOURYRARIALV", which is an anagram of "AWATING YOUR ARRIVAL". And the last frame is an image of The Operator's symbol on the red tower.
The general message seems encourage Jay to go back to Brian's house, or not to give up his search.
