Other than Alfred, Cassandra was the only person Bruce let into Thomas' study. Bruce was trying to help her overcome her death wish--her guilt for killing--and he couldn't think of a better place to do that than the room his father spent so much time in. He could have sworn he heard those famous words himself as he leaned against the desk.
