This is very sloppily written. It's hard to determine a lot of the words. I will however try.

Have is a cipher or that is print(part?) of one. (Unknown) other parts have been mailed to the S.F. Examiner + the S.F. Chronicle. I want you to print this."
I am awfully sorry for this bad attempt at trying to interpret this letter. Like I said, it was written very sloppily and that made it harder to read. It also had various spelling errors... I decided to keep them there so I nothing would be changed.
In addition to the letter there was also a cipher. It has been solved.
