During the Tudor age in England one of the oldest vampires known now as Aubrey, fell in love and bonded with a human. After marrying her and following the human traditions, he revealed what he was to her. After taking time to accept it, she stayed with him. While preparing to her to turn, a feral werewolf came across them, killing the woman he loved. After that he spent the rest of his life devoted to preventing such losses.
Gathering together heads of the different paranormal factions and getting them to agree which took a while, as you can imagine, they created a Council to govern, protect, and enforce the laws. They created a military of sorts, called the Guardians.
Now to date the majority of the Guardians are vampires. There are lone werewolves who have joined as well as wolves that deserted "pure blood" packs. Even some witches have joined the fold.
the job of the guardians is to protection. They aid in hunting down ferals, those who risk exposure, and law breakers. They protect humans and help find lone wolves before they go feral.
packs who are aligned with the guardians have one stationed at their pack so they are in constant contact.
