Cirno first appeared in Embodiment of Scarlet Devil, the sixth Touhou game, as the second level boss. She's pretty easy to beat. You see, Ice Sign "Icicle Fall" has a flaw. (Find it yourself) I tried it, but I died as a result.
Cirno is also responsible for creating the meme, 9. Where did that originate? In the manual of Phantasmagoria of Flower View, you can see 9 things classified.

In the manual, the 9th object is pointing at Cirno. The description? Baka. Baka is idiot in Japanese, so many fans concluded that Cirno is an idiot. Evidence? The Icicle sign "Ice fall."
An IOSYS project involving Cirno was also made. It was called Cirno's Perfect Math Class.
In the video, she explains a math problem. Here it is: "A bus arrived in the Scarlet Devil Mansion. Three people entered. On the next stop, Hakugyokurou, one left and half a person entered. At Yukari's stop, two people left." The question is: "How many people left the bus?"
