During Chinese New Year, China always tries to invite all his siblings to join the festivities. Some can't attend because of outside circumstances, but many still try to join in. He always likes to dress up as this year's animal (such as this year's rooster) and likes to persuade others to do so as well.
It's the only time, really, that the Asian siblings can enjoy themselves without worrying about political obligations. A time to get together and enjoy themselves.
