This is mostly because he can sense the atmosphere much better than Italy, so he knows exactly how much strength to put inside the hug to make you most comfortable. Plus, they give you this toasty-warm feeling.
However, because he hugs far less than Italy (he has only hugged two people: Italy and another nation he'd rather not disclose), everyone assumes that Italy hugs the best.
