Manipulating history and folk-lore is something a lot of authors do. You just have to make sure things still make sense. Characters can come from historic periods, but make sure they're accurate if that's what you're shooting for.
If you decide your character is from the 1930s in the US, remember that there was the Great Depression. They or their family are struggling with bills and putting food on the table.
If your character lives before the 1800s, there's undoubtedly going to be slaves owned by many people.
Folk-lore is cool because a lot of it, going from culture to culture, is full of holes because of all the history and literature that's been lost and/or forgotten. This gives the author a lot of room to bend the stories and characters to their needs. Of course, there are the basic foundations which we all tend to stick to, but other than that, you can twist lore to however it suits your needs a lot of the time as long as it's not too drastic.
