QUESTION:
Why are apply fics marked open or closed? Why are some of them marked closed even though the book doesn't have any chapters with actual story content on it?

ANSWER:
OPEN APPLY FIC: still accepting applicants.
CLOSED APPLY FIC: no longer accepting applicants.

So if an apply fic is marked closed, (most likely) the author has chosen forms they want to use for all of their slots. This means they are no longer accepting forms for those slots, and the slots are closed to new forms.

Now when an apply fic is marked closed but the story hasn't started yet, most likely the author is working on writing the story at that point in time. Different apply fic authors take different amounts of time to update their apply fics with actual chapters (aka chapters where plot happens rather than an akp article or something of the same nature). In fact, Admin AJ took four months to post the first chapter to their fic VERSUS. So for four months, Admin AJ's apply fic VERSUS was closed but had no story content yet. However, that doesn't mean Admin AJ wasn't writing their apply fic.
