For this tutorial I'll be using Superimpose and Phonto.
Step 1
Open up Superimpose and import your background by choosing "Pick color". At the bottom pick "2:3" and choose whatever color you want, it doesn't matter.

Step 2
Load your foreground by choosing "Photos" then pick your background cover and once it loads click on "Transform" at the bottom of the screen and expand it then merge.

Step 3
Now load your effects by clicking on "Photos" under foreground and click on your effects. Once that loads click on Transform then click on the tool icon in the top right corner and once that load at the bottom click on "Overlay" and move the Opacity down to "45" and do this with both effects and merge.
