Kaiou is secretly one of Fifth Sector's bases, which explains the team consisting of all SEEDs (by secretly I mean not even the principal knows. It's to prevent the whole thing from being exposed). Fifth Sector plans to use the base to try spreading the ideology of controlled soccer to the world with Kaiou's access to the sea and several ships (I imagine that Kaiou is partially like some kind of marine school I guess (?) Idk how to explain myself (╯︵╰,)) Although it was planned, it was never done in the first place.
(I think I make too much Go headcanons (´‐ω‐）=з I love the original but I just can't make up a lot of things from them, sadly)
