After the success at the Rising Sun Facility, Division #9 is moving with Phase #2. The Island Facility is now operational and initial testing underway.
The Emperor didn't care for the loss of the Rising Sun Facility at Shi No Numa, but he was very impressed at the speed of the zombie devastation. So that they could better be prepared to unleash such an attack on the enemies of Japan, the Emperor approved of the construction of a bigger and better facility for Division 9. Construction began on the island of Pohnpei, which was now covered in Element 115. In the Nu Realm, Group 935's contributions to World War II ensured that the war stalemated in 1945 as the Axis powers gained the upper hand. Later that year, construction of the Island Facility for Division 9 on the island of Pohnpei was completed, and the island was renamed to Zetsubou No Shima. There, Division 9 expanded the scope of the experiments, focusing on zombie biology, as well as the biology of various animals, insects, and plants, and they began hybridization experiments. Takeo Masaki was the most famous war hero in Japan. He spoke publicly about the war effort and rallied support for the war, and he always proclaimed the utmost loyalty to the Emperor. However, he became so popular amongst the Japanese people that the Emperor began to fear that, if the people accepted a person such as he as a leader, then the people might decide that a divine Emperor would not be needed to lead them. The Emperor tried to arrange for him to die in a fake accident of many kinds, but Takeo was adept at surviving.

Although we have tried to eliminate him making it seem as if he were killed in an accident, he has managed to escape every time by some miracle. The fact that he is regarded as a hero by the commoners is unbearable, and it shall eventually lead to the existence of myself being questioned. He taints the commoner's belief in myself, I who should be held in the highest regard by them. But it is no longer necessary for me to bear this suffering any longer. I have given the order to the operatives in the 9th Division. They must not let Takeo Masaki leave the island alive.
