Duterte was very excited to visit Putin in Russia (especially since Obama was then disappointed with what he decided to do with his drug war, postponing any aid America would usually provide to his country).

He told Obama he could go to hell.
But now, ISIS has woven into the fabric of Southern Philippine's society, and posing a national threat. The only person he could go to now is Putin.
"Can I ask you for a favor... the arms deal with America got cancelled." Duterte said quietly among the loud noise of camera shutters clicking.
Putin just nod his head in acknowledgement.
Duterte knew English wasn't Putin's thing. In fact, Putin found English to be an ugly sounding language. It can't be helped.

When news of terrorist attacks in the Philippines got to Duterte, his trip in Russia was cut off short and he went back home.
He was sitting in his office in Malacañang Palace pondering about what to do about the terrorism issue. Martial law seemed like the best option to keep the people safe for now.
The intercom on his desk beeped.
"Sir, a package from Amazon just arrived at the front door. It's from president Putin." Said the man on the other side.
"I'll be there!" He replied quickly getting up out of his chair.
He speed-walked down the halls of the palace with some escort and the front doors were opened for him. There was a man in a delivery uniform and a clipboard waiting for him.
There was a gigantic cardboard box the size of a house behind him.

"Oh, yes." He said under his breath as he took the clipboard and signed his name.
"What's in that gigantic box?" He asked the delivery boy.

"26,000 rifles, sir." He replied.

"26,000 rifles!!" Duterte exclaimed.
"Hell yeah!"
"I love you Putin!!!" He screamed into the air.
