Let me just say, this is not to insult extroverted or talkative people. I'm only speaking from my experience as a shy, introverted person myself.
That being said, this quote makes a lot of sense to me. When someone doesn't talk much, that means they're keeping all of their thoughts in their head, instead of airing them to the world. Think of the common piece of advice that talking to someone about what's bothering you will help. When you voice your thoughts, you often stop dwelling on them. Therefore, quiet people are a lot more likely to have busy, racing, worrying minds, than more talkative people who regularly express their important thoughts and opinions.
