By, the time Thomas had started his water training the world had a fallout. Fear started to arise that the Avatar was far too powerful and could do harm to any one of them.
When the time came that a mob of angry non-benders threatened the avatar's life. He made a choice...

The Avatar split himself and his connection to the spirit world, Rava in four. The parts of the Avatar that remained were told to be scattered across regions.
