Matt and Allen fought constantly but they still loved each other as brothers. Matt's inability to let go of grudges and Allen's fiery temper held then back from ever admitting how much they cared for each other. No matter how hard Oliver tried, he couldn't get Allen to make peace with Matt. Out of all the countries, it hurt Oliver the most not seeing the two brothers get along because of the close relationship he had with both of them. He wishes he helped Francois more with raising Matt, maybe then the two brothers would feel less alienated from each other in their childhood, therefore meaning they would be more friendly to each other as adults.
