The Sokovia Accords

Jason's POV

The team all met up in the meeting hall to see the guest Tony had brought with him. When everyone had taken a seat, a Caucasian man with a white beard and even whiter hair began his monologue.

"Five years ago, I had a heart attack, and dropped, right in the middle of my back swing." Percy rolled his eyes but Jason stayed put, attentive to the conversation. "Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass, I found something 40 years in the army had never taught me. Perspective." Jason found himself remembering just like the secretary. He knew what it was like to be in a war, not knowing if you were going to win or not, not knowing if your family is safe or not. And he knew that Percy understood that, too. So did Hazel, who sat nervously to the side playing with her hair and so did  Nico, who stood close to his sister at all times. So did Isabelle and Leo, who sat on opposite sides of the table from each other but mutually understood.

"The world owes the Avengers and unpayable debt. You have fought for us, protected us, risked your own lives, but while a great many people see you as heroes, there are some, that prefer the term 'vigilantes'. 

Percy shook his head. "And what word would you use, Mr. Secretary?" Natasha asked. The secretary tilted his head and stared directly at Percy Jackson. Who stared back. "Well, with him and his friends on the team, how about dangerous." Percy's sea green eyes filled with rage, so much rage that he drowned out most of the conversation just to keep his feelings in check, so he wouldn't feel the urge to drown the secretary in a bubble of water.

"You frankly seem unconcerned about what you leave behind?" The secretary finished. He turned to a screen and nodded, pictures came across it. 

"New York." Jason stared at the destruction that the Avengers had caused long before they had gotten there. He wasn't going to lie, he knew that Percy had caused some of that damage, just not fighting the same thing as the Avengers. The Hulk jumped from building to building, until the camera went black.

"Washington D.C." Percy watched as the organization which was once known as S.H.E.I.L.D plummeted into the water, aflame and lost. Causing damage everywhere. No lie, he had been to Washington D.C a while back, he never thought it would be the host for such crisis.

"Sokovia." Jason saw both Wanda and Tony's reactions when Wanda saw her home being leveled and destroyed at the hands of someone thought cared about her and her brother, Ultron.

"Lagos." This was still a sore spot for the team. Even though they hadn't all gone on the mission, they all saw what happened on the news and knew especially when Wanda went wide eyed and turned away. Seeing the once lively eyes of a dead girl on the screen. It made even Hazel squirm. 

Percy noticed this and spoke up. "Okay, that's enough." The man nodded and the screen was cut off. 

"For the past four years, the Avengers have operated with unlimited power and no supervision. That is an arrangement that the governments of the world can no longer tolerate." He slid a huge book onto the table in front of Wanda to see.

"The Sokovia Accords. Approved by 117 countries, it states that the Avengers will no longer be a private organization. Instead they'll operate under the supervision of the United Nations Panel only when and if, that panel deems it necessary." This bought up some stares and confused looks. "The Avengers were formed to make the world a safer place. I feel we've done that." Steve protested. The secretary looked at him. "Tell me, Captain, do you know where Thor and Banner are right now? If I misplaced a couple of 30 megaton nukes you'd bet there'd be consequences." He looked at a few faces. 

"That's how the world works. Believe me, this is the middle ground."

There was silence for a while.

"Three days from now, the UN meets in Vienna to ratify the Accords. Think about it." He started to walk off but Isabelle said something. "And if we come to a decision you don't like?" She asked. The secretary smiled and laughed. 

"Then you retire."

Isabelle's POV

The team had all gathered in the kitchen to go over the document and let her say, Isabelle had never seen them argue like this before.

"Secretary Ross has a Congressional Medal of Honor, which is one more than you have." Rhodes stated to Sam as they stood arguing over the decision. "So let's say we agree to this thing. How long is it gonna be before they Lo Jack us like a bunch of common criminals?" Sam countered. "117 countries want to sign this. 117, Sam and you're just like, 'No that's cool. We got it?'" "How long are you gonna play both sides?" Sam asked his old friend. 

Isabelle stood up and spoke. "I have a solution. "Sam sighed. "Oh, this should clear it up." He said sarcastically. Isabelle merely rolled her eyes and spoke anyway. "In the eight years that Tony had announced himself as Iron Man, the number of known enhanced persons has grown exponentially." "Oh, big words!" Percy mocked. "During the same period, the number of potentially world-ending events has risen at an unusual rate." She finished. "Well, look at my smart little sister." Leo said with a smile. Isabelle put her hand up to stop him. "Don't, go there. I'm older than you." He was about to protest when Steve spoke. "Are you saying it's our fault?" He asked. Vision spoke for her. 

"She's saying there may be a common denominator. Our very strength invites challenge, challenge invites conflict. And conflict, breeds catastrophe." Rhodes had a look on his face like he was triumphant. "Boom." He said to Sam. 

Natasha looked over at Tony who was covering his face on the couch. "Tony. You're being uncharacteristically non-hyper verbal." "It's because he's all ready made up his mind." Steve laughed. Tony said something about a head ache and then something about coffee grounds in the sink and a biker gang bed and breakfast. He then said something about pain and discomfort. He pressed something and a hologram was shown. The name Charles Spencer came up. How he had a perfect GPA, decided before he parked behind a desk that he wanted to build housing in Sokovia. And finally, how they dropped a building on him while they were kicking ass. 

"There's no decision making process here. We need to be put in check. Whatever form that takes, I'm game. If we can't except limitations, if we're boundary-less, than we're no better than the bad guys." Tony said. "The bad guys are ruthless, they have no limits. We have limits." Hazel stated. "And tell me, Hazel, what are those limits? Because it seems like there are none." Tony countered. 

"Tony, someone dies on your watch, you don't give up." Steve stated. "Who says we're giving up?" He asked the Captain. "We are if we're no taking responsibility for our actions. This document just shifts the blame." 

Leo shook his head. "I'm sorry, Cap, but that's wrong, this is the United Nations we're talking about. It's not the World Security Council, it's not S.H.I.E.L.D, it's not HYDRA..."  "No, it's run by people with agenda's and agenda's change." 

The argument continued. The outcome breaking them apart at the seems, slowly but surely.
