He drowned in the lake because the counselors weren't paying attention to the other kids that were bullying Jason Voorhees because of his deformity, they were too busy having sex.

It's the original sound, meant to represent Jason's voice saying "kill, kill, kill, mom, mom, mom" because of the death of his mother. When her mother was pregnant by him, she had a voice in her head that was supposed to be Jason, that voice told her to kill.

It could mean not only parenting process, but also that Jason’s mother ressurected him from the dead when he drowned.

Jason, like many horror movie characters, cannot die. Therefore, no one will ever be safe as he comes back to kill again and again.
“Getting out of the woods” is used here both literally and metaphorically. No one will be safe and no one will escape Jason’s wrath.
