At this point, both Toriel and Chara stopped tickling Asgore.

Asgore: HAHAHAHAHAHAAHAHAHAHAHAHAHAHAHAHAAHAHHAHAHAAHAHAHAHAHA!!!!!! *SNORT* *SNORT* HAHAHAAHAHAHAHAHAHAHAHAHAHAHAHAHAHAHHAHA!!! *SNORT* Hahahahahahahahahahahahahahahahahahahahahahahahahahahahahahaha!!! Hahahahahahahaha!! Hahahahaha! Hahaha! Haha! Ha! Ha. ...Huff... huff... huff... Thank... you, Toriel. *Asgore said in between his breaths* And... thank... you, Chara. ...Huff... huff...huff... This, this is... so much... fun, you two. ...Huff... huff... huff... I'm having... huff... lots of fun... huff... being... tickled by... both of you. ...Huff... huff... huff... Especially... on my feet! Huff... huff... huff...

Chara: Awwwwww!! That's so nice of you to say, Dad! And, by the way, Mom and I do happen to be aware that you're not particularly fond of being tied up; but, the fact that you're being such a good sport about it is just awesome, Dad.  

Toriel: Hee hee hee. Indeed it is, my child. Hee hee hee.

Chara: Heeheeheeheehee!! ...Ooh! Gotta pee! Be right back! Heeheeheeheehee!!

Moment later, Chara went to bathroom, leaving Toriel alone with Asgore in the process.

Toriel: ...Um, hehe, by the way, Asgore, you should also know that Chara and I, as well as Asriel and Frisk, won't make a habit of doing this. *assured Toriel* And, ehehehehe, another thing you should know is, ehehehehehe, I-I'm actually the one that w-wanted to tie you up; not Chara. Ehehehehehe. *she laughed nervously*

Asgore: ...Huff... huff... huff... Oh, my goodness! Is that true, Toriel?

Toriel: Ehehehehehehe. *Toriel laughed nervously again* It is. I, I just couldn't resist tickling those big ticklish feet of yours forever, Asgore. Like I said, we've come a long way since our long separation. A-And after being tied up by Frisk last Friday, it seemed only fair to tie you up so you could find out what that type of tickle torture is like. Surely you can understand that.

Asgore: Hohoho! I do understand, Toriel. And actually, seeing as how we're being so honest with each other right now, I feel I should tell you that... this... is not the first time I've been tickled after being tied to a chair.

Toriel: *very, very surprised gasp* Wha; r-really?! I-It's not?! *asked Toriel very, very surprisingly*

Asgore: Hohoho! Heavens, no!

Toriel: D-Did A-Asriel tie you up at least one day last week?! ...D-Did F-Frisk tie you up?! ...D-D-Did, Chara?!!

Asgore: Hohoho! No, Toriel. Undyne did; when she was little; many, many, many times! And I always let her, even during the times she tied me up against my will! Hohohoho!
