Okay blood players are pretty tricky since it could mean either quite literally blood or rather the bonds of people together.
A thief of blood could possibly steal the strong bonds between people to strengthen their own with a significant other. Or possibly if they are experiencing blood lose could steal the blood of an enemy with similar blood or rather a personal headcannon of mine is that blood players can work with any type of blood and bend it to match their own. This would actually make some what since for the thief of blood.
As for the rouge of blood it could be the direct opposite powers wise. He/she would steal from enemies to strengthen the bond of his/her team. And if someone needed a blood transfusion who better to call than someone who could get the exact type they need from their enemies.
As you can see one works for themselves and the other for their team.
