Once every year, the families that united and created the Vanguard gather together to discuss new rules, new laws, so much conflict can happen, oh the humanity. At a giant white mansion on top of a enormous island floating in the sky. There were 10 guards guarding the door as I balloon floats on top of the island until a wooden platform connected to the balloon makes it onto a wood platform on the island. There is a group of five people in fancy clothing. The most recognizable person of this group is Nicolas Turpin Haikaruu, Bryn's first opponent in the Vanguard test. He was wearing the same clothes as his battle except it's now all white.
Guard: The Haikaruu family, 1st to come, pleasure to see you.
Mr Haikaruu: Yes, yes, a event every 1 year.
The guards opened the doors for them to walk in.
Another balloon appears with another family coming through. The father of this family is Mr Tetsuroyami.
Guard: Mr Tetsuroyami, glad to see all of you.
Mr Tetsuroyami: Yes quite.
Soon all the families have arrived with all together that gives us 30 families all together. In the giant room there is a giant circular table with a chair for the leader of each family. There was a man standing on the center of the table. He has a white suit on, muscular build, white top hat with black goggles on top of the hat. He has medium length black hair and a beard. He had a white cape on and had multiple badges on the right part of his chest.
Fleet General of the Vanguard- Daichi Enzo.
Enzo: Good to see all the families here, you all submitted your forms so we'll go over the first form.
Everyone stayed silent waiting for the Fleet General to speak.
Enzo: The Watanabe families request to change their kingdoms government from a monarchy to a oligarchy.
Watanabe: Yes our citizens don't like having one man with all the power, so we would like to elect 4 other citizens to form a government.
Enzo: Hm well looking at the facts, a oligarchy would please the citizens and form a trust between the leaders and the people, I WILL ALLOW IT!
Enzo: Alright the next form is, what should be requirements for becoming a S class Vanguard member?
Man 1: I say you have to prove your power in a fight against, lets say 5 A class Vanguard Members, if he beats all of them then they pass.
Enzo: Okay and-
Woman 1: Strength isn't everything, if we did that then we'd have all meatheads in the S class Ranks, we should have a test of knowledge to pass.
Man 2: Well hold on now, we have to make sure there are no secret agents, we cant let double agents know about all of this, we need to put them through a test of their willingness to work for us.
Enzo: This may take a while.
In a snowy village Yumoti was covered in fur clothing, he was standing in the snow with three dead polar bears next to him, he had a a newspaper in his hands as he was staring at it intently.
Yumoti: Hm, an island burned down over night, no known survivors. Another island destroyed overnight, which will be next and whose doing this?
A man was sitting against a wall in a broken house, this man was Qo Shimi, he was covered in rags. A women ran into the building and handed Qo a newspaper and a cup of tea. Qo took a drink of his as he started to glance at the newspaper, his eyes were bored for awhile until he found something that shocked him, he spit the tea out of his mouth as he glanced at the paper.
Qo: So, my daughter became a Vanguard, oh how she has become corrupted. If she's making leaps in the world then I better get started.
The hands that appeared in the graves from Leader Sama were now fully out of the graves showing there bodies, now living. There was now 8 people sprouted from the ground. They were all left in the room as all the people were resting against the wall. One of them was a little girl, possibly 6 or 7, she had pale skin, black long hair, dull and tired blue eyes, she had a small black and white flower dress with a black hood over her head and a stitched teddy bear held in her arms.

This man was a giant, overweight man. He has a dome mask covering his entire head except his mouth.

This guy was short, maybe 5'4, he had white skin, white messy hair spiked. His most distinct feature was his eyes. His Sclera's were pitch black, his pupils were red. He was wearing a white baggy long sleeve shirt. He has black baggy pants going to his knee, he has a pair of black toe less boots. his hands were covered in scars.
