Canonly, Hiruzen checked up on him from time to time so he may have taken care of Naruto as a kid.
Headcanons : he was kicked out of the orphanage due to discrimination. He was taken care of by people in "bad" businesses like drugs or prostitution. He was cared for by an ANBU or ROOT member who watched from the shadows (this could actually make a good one shot DIBS).
Or kurama lowkey took care of him. Idk. LMAOOO.
3. Why was Hinata allowed to be a shinobi?
You know, I think I said this a while ago, but considering the death rate of Shinobi it's a wonder how so many parents still sign their kids up for that shit. I think it's due to the culture and environment-being a shinobi is a choice, but in many ways it is not, and both parents and children don't choose to become shinobi, or let their children become shinobi : society does.
Hinata, bad ninja or not, is in the main branch of the Hyuuga, from the main family. Whether she becomes shinobi or not was never up for debate bc of the society they live in.
