This story takes place during the time of the 100th Hunger Games, and the 4th Quarter Quell.
The Backstory: In the rebellion against the Capitol about 25 years ago, the rebels were overthrown. They did not succeed. Katniss, Peeta, and many other rebels and supporters were publicly executed on orders of President Snow (who thanks to some magical Capitol trickery, is still alive). Even though the main leaders of the rebellion were killed, the Mockingjay is still a well-thought of symbol ;)(hey who knows there is hope and maybe there is false hope dun dun dun) Basically, the Games are still occurring as they normally have been over the years. Although, it's the Quarter Quell, which means they are not.
