The council deals with most decisions needed. They are a collective of Motherduckers of all types, and they rule the Yuoom. They are fair and just, and the overseer of the council makes sure they stay in line. This magnificent overseer is Jethro's assistant, created by Jethro himself. The overseer is a magical, fuzzy, red, being known as Elmo. He oversees the council members behavior and reviews all their decisions to make sure they are fair. He also does most of Jethro's dirty work. If a Motherducker wants to become a council member, they need to submit an application to be reviewed by the council. If they approve it, then they must bring in that Motherducker for an interview. If they like them, they get taught the rules, take an oath to always be fair and empathetic, and they can come on. The number of Motherduckers allowed to be in the council at a time is 269. Mother duckers are immortal, so the only way for members of the council to get out of the council is either if they retire of if they are voted out by the others, but that has never happened before.
