DC Headcanons??? MAYBE?

I don't have much proof of this

But I feel like Gov and DC are different characters

And I know, I know he changed it so there'd be no confusion but to me they're deffo different characters

My only real proof is that while DC seemed to be more of a 'shoot the messenger' type and it never implied he made the bad decisions, Gov is more 'nope I'm in charge and I'm probably behind 95 percent of this' 

I'm not even saying that's cuss DC 'grew a backbone' I think he always had one, he was just pushed into submission
