Lying handcuffed in a hospital bed an unconscious Izuku was recovering from his accidental rampage on the city. Inko was sitting next to him worried for her son. "
"Does he have to wear these?" She asked one of the officers in the room.
"I'm sorry ma'am but for the safety of everyone here, yes." He replied.
Inko hated that her son, her sweet Izuku, was being treated like a thug. She couldn't wrap her head around what was happening, at the age of four Izuku was officially diagnosed quirkless. She remembers Izuku's soft cries as he drifted into sleep that always stabbed her soul like a knife, she felt like a failure. She remembered the looks of pity the other parents would give her as she held Izuku's hand, the quiet discussions that would happen when no one thought she could hear. That build up of guilt had a substantial change on Inko. She was shorter, plumper, and had slightly more wrinkles.
"Mrs. Midoriya, you're being asked for in another room." A man wearing a suit said.
"By whom?" Inko asked, giving him a confused look.
"The President of The Hero safety Commision"

In a conference room a few floors above, inko entered to be met with dozens of eyes on her. Some of them belonged to people who were dressed like the man who escorted her here, and others were dressed in Hero costumes; but the one who caught her eye the most was All Might.
"Now that Mrs. Midoriya is here we can begin." An older woman said as she stepped up to a podium. "I assume you all know why I called this meeting today?"
The room's silence answered her question.
"Alright. Early today a storm of massive proportions suddenly appeared over the city."
The screen behind her showed footage of Musutafu, or what was left of it. Murmuring began to fill the room while Inko looked down in shame trying hard not to cry in front of everyone.
"As we now know the cause of this disaster was because of one boy. Izuku Midoriya." A picture of Izuku appeared behind her. "Midoriya was apart of the minority of people who were born without a quirk, but now we know that isn't the case."
A woman in a white lab coat stood up from her chair and walked over to the President. "Mrs. Midoriya?" The President began. "Could you please describe the day you brought your son to find out his quirk?"
The short woman straightened up in her seat and proceeded to recall that fateful day. "Izuku was like most kids, fascinated with Heroes and wanted to become one when he got older. Not surprisingly his favorite was you, All Might." Inko said, giving the blond Hero a sad smile. Normally that would make All Might feel joy in his heart but after remembering what he said to Izuku, he only felt disgrace.
"But when I noticed at four he still hadn't devople a quirk, I began to worry."
"And you took him to a quirk specialist?" The doctor asked.
"Yes. And he said due to Izuku's toe joint, he wouldn't develop a quirk."
The room started to fill with chatter about how it was possible for the doctor to get something wrong. For years the toe joint was a sign of having a quirk or not, but now it seems that is no longer the case. Then two x-ray pictures appeared on the screen and the doctor spoke up.
"Mrs. Midoriya on behalf of Musutafu Hospital I apologize." She said while bowing. "That we got Izuku's x-rays mixed with another person's."
Inko gasped at what the doctor said. For all these years she thought Izuku was a quirkless boy destined to be chewed up and spit out by society for wanting to be a Hero.
