I sit as calmly as possible in the Senator's Circle. It has been a long day for each and everyone of us after the disaster that struck our nation. Even after six years, our nation of Panem hasn't recovered fully and here, in this room, the Big Rose Snake, as we call Senator Coriolanus Snow, is talking about changing our government. -Senator Gaines! says Senator Snow. Could you please pay attention to what I'm proposing to this people?

- Excuse me, Senator Snow. You may proceed

As he keeps talking, I keep thinking of the devastated people in the districts. But, nineteen year old Senator Snow, the youngest of all, and of course, is because of the circumstances, is talking about having a totalitarian government for Panem. I really miss my home back in four. The ocean breeze, the smell of fish, but no, I have to be in the Capitol to hear this senate hearings, because I am part of the Government of Thirteen. This government, has given us an era of peace for the past six years, in which we are representatives for our districts. I really miss those seaweed rolls...

- SENATOR JAYSON GAINES! screams Snow this time. Please leave the room immediately. If you are not interested in the proposal, please leave. 

- I am sorry Senator Snow. I will give attention to your amazing Totalitarian Government Proposal. 

- Well Senator Gaines, I didn't think such a young lad had a very good retentive for the reading of the proposal. Very nice. 

- That - I Say- is for you to know that I say NAY to this type of government for Panem. Panem is in an era of peace and reconstruction and it's impossible to have this type of government. You will drain the districts. 

- Senator Gaines - says John Mason, the Senator of Seven- I am in accord with you in this case. I'm sorry Senator Snow but, i have to say NAY to this proposal. 

- But, but - Says Snow- look at the opportunities that we have as the Capitol. The wealth, the power and the glory..

- Senator Snow! - Says Senator James Latier from Three- the districts have necessities. Do you really want to destroy what we have earned in the past six years? I mean, look at this place. It's enormous and is very expensive. The districts, right now, are drained because of the Capitol. What does President Elizabeth Coin think of this?

- The President has returned to her home in Thirteen because she is getting married soon. Furthermore, I am in charge of this place until she comes back - says Senator Snow. 

- Great - I Say- Let's have a phone call with the President shall we?

I pick up the phone in the Senator's Magna Aula, and call President Coin. 

- This is President Coin. 

- President Coin, this is Senator Jayson Gaines of District Four. Have you been updated in the proposals of Senator Snow for the transition to a Totalitarian government for Panem?

- Yes Senator, I am aware and I have accepted this type of government to start ASAP. 

- I'm sorry President Coin but, have you read the draft and analyze what this type of government will bring to our nation? There could be civil wars, total destruction for the districts. I mean, each district is already drained of resources..

- I am clear about that Senator Gaines. Please, do the votation for implantation of this government. Is the least we have to survive. Seven votes of thirteen should be enough. If there is a tie, then Senator Snow will have the last word. I'm sorry Senator Gaines, but that is my last word. 

- I am sorry too President Coin.

The Votes were 7 to 6. 

And, as I saw the final results, I knew that the worst era in our history, was about to start.
