The Great Announcement

Capitol TV starts transmission. President Coin is in a Podium to make an announcement. The Anthem of Panem Plays and Jenny Trinket, the Panem News Reporter talks:

Welcome and good day to all of the citizens of Panem. We are here at the Presidential Palace, because President Coin will give an announcement to all of the citizens of Panem that will change our history. What we have been told is that, after a discussion with the Senate, the decision was made and today, the announcement will rise. We go Live now to hear the message of President Coin. 

I am watching horrified my TV with my fellow senators, when Coin starts talking:

People of Panem:

Today, in the Senator's Magna Aula, history has been made. I came as fast as I could from my home in Thirteen to personally give you this announcement. The discussion of the change of government has finally come to an end. After six years of fighting and being divided by our own senators, creating havoc in the districts and division of opinions. That is why, the majority of the Senate, has decided to give the Capitol the full control of government and, from now on, the control of everything that the districts produce. 

Some scattered applause are heard, but I am horrified by what the president has just said. As I already feared, this will be the worst period in our history. The president continues:

From now on, each district, will report directly to me and will help the capitol with forty percent of the productions each month. In exchange, we will give peace and order to the districts to finish the reconstructions that we have endured in these past six years. This type of government, will have a lot of opportunities for the Capitol and the Districts, and an age of prosperity will finally forge in Panem. Panem Today, Panem Tomorrow and Panem Forever. We will rise and we will stand. I believe in Panem and the change that we needed, has finally arrived. 

I stand tall with my mouth fully opened because of everything I heard. I run to my office where all my fellow senators stand. I say:

- Guys, wait a minute. Did you read the draft?

Senator Latier says: I'm afraid so. In the train back home, I want to talk to you. We are not secure here. 

I agree with Latier in this case. I grab my things and the totalitarian draft, wait for Latier and go to the train station  to go home.
