We are live from District thirteen, or should I say, the former District 13 when seconds ago, a huge explosion was reported by the Capitol forces. The destruction in this place is enormous and they are no survivors. District 13, was the first District to rebel in this Civil War, causing massive destruction in the Capitol and the deaths of important political figures. 

It also has been announced that, the President, Elizabeth Coin, has fallen in her own district. That means that a new President has been elected, after the surprising deaths of the Districts Senator's. The sole survivor of the Government of Thirteen, Senator Coriolanus Snow, has been elected the New President of Panem. 

We need a figure of hope, tolerance and empathy to the Capitol and the Districts. After the Uprisings, President Snow has called these days, "The Dark Days". 

President Coriolanus Snow, has said that: "these events will not go unpunished and a plan to punish the districts is underway". 

Recent news from the Capitol says that District Thirteen is a radioactive wasteland and living on the surface is impossible, proclaiming the District inhabitable. All communication with the District is being eliminated as we speak and the sealing of the grounds is underway by the Emergency and Disaster Department of Panem. 

The President of Panem, Coriolanus Snow, has been planning a press conference to announce the change of government and the plan that he has to punish the districts. Today, he will sign the Treaty of Treason, to punish the districts for the Uprisings that have been made throughout all the Districts. After the massive destruction of District 13, we will have a commemorative ceremony later tonight, to remember our fallen president and the end of the Uprising. 

Also, in Breaking News, the President of Panem, Coriolanus Snow, has signed a law, just now, and our corresponsal, Jenny Trinket, is in the Magna Office with more details.

Thanks Misty. We are here in the Magna Office, where President Snow has just signed into law, what he has called the Dark Days Punishment Act or the Treaty of Treason , which he will explain right now. 

People of Panem:

In this, very sad day for our nation, District Thirteen has fallen prey of their own weaponry. They have obliterated themselves in an act of defiance against us. Districts One and Two, have helped to stop the rebellion, but, even with their actions, they too, will be punished. The Act that I just signed, gives the totalitarian power to the Capitol and the full control of the Districts and their provisions. Each district, will send Ninety Percent of their supplies and provisions to the Capitol for the exchange of peace. Also, we remember the mysterious deaths of the Senator's and they will be punished. We have suffered the loss of 75,000 people in the Capitol and 100,000 in the Uprisings. Furthermore, this will be punished. 

Also, since the Capitol lost the juvenile population, ranking from twelve to eighteen years old, I have an announcement to make to all of our districts. Since the Districts rebelled and almost destroyed our system, each year, starting this September, the districts will send one young man and one young women, from the ages of twelve through eighteen, to a special televised program, where they will fight to the death and, from the twenty four tributes, only one will rise as a victor, for a life full of power, glory and wealthiness. That young men and women, will be reaped at a public reaping, in the Hall of Justice of each district, and will be transported to the Capitol. Then, they will be sent into an arena to fight to the death. As I said, there will be one victor, the one that will be a beacon of hope for the Districts and will serve the purpose to the Capitol and pay for what they did.  If the Districts fail to complete these tasks, prepare to pay the ultimate price. Therefore and forevermore, this event will be known as THE HUNGER GAMES.

I just can't believe what I heard. Latier and me already knew this was coming. We read it on the Draft. This nonsense of Snow making The Hunger Games will do what we have been trying to avoid. This will cause a horrible Civil War and the Destruction of Panem. But of course, it's not my call. The decision has been made. The Reapings will occur, the Games will occur, Panem is done for. Panem needs a liberator, someone that can save us. 

Coriolanus Snow. Capitol Hospital. The Bad News

- President Snow, I'm Doctor Joshua Keys. I was watching your results for your blood stream test, and the antidote that I gave you didn't work. 

- What do you mean Dr. Keys?

- It means that you have poison sores. It doesn't have a cure. It is a putrefied source that will accompany you for the rest of your life.

- But, I'm only nineteen years old. How is this possible?

- I'm sorry Mr. President. That is your diagnosis. 

- Then, what can I do to reduce the smell?

- I will give you a genetically modified rose that we made, that will expel a pleasant scent and will help you. You need to wear a White Rose each day. 

- That is OK - I say crying - I will do as you say. 

- Also, Mr President. I have been checking on the Tongue removal procedure for anyone that betrays you, and it;s viable.

Latier and Gaines. District Four. 

We finally have arrived to our destination. District Four is very destroyed, but at least the surviving structures will help us. Suddenly, I see they are constructing a complex of houses, nicer than the ones we have here in Four. And then, I see the sign that says: "Welcome to the Victor's Village".
