Seven hours have passed since we left the Capitol and Senator Latier and me are on our way home. We were discussing on the probabilities that Snow, with this plan, was trying to take over Panem, derrocate President Coin, and find a way to have Panem in his hands. Senator Latier says:
- Look Jayson. The probabilities are really high that Senator Snow, will make a plan to destroy Panem. Remember what have we seen in the hearings. He is drunk of power and wealthiness. We have read the part of the draft that he wanted us to read. But, I entered his office and found a very disturbing part that had me thinking
- And what is that part Senator Latier?
- Look. This part of the report says it's Top Secret. Authorized to see only by Senator Snow. This really is a Copy and the Original is in Snow's Desk.
- Very clever Latier - I say.
-But look, the draft is titled War and Games. Bread and Circusses. Quell and Quarter. The total plan for order and peace in Panem, by Coriolanus Snow.
- That is very disturbing. And what does it say?
- It says here:
"The Moves and Countermoves needed to acquire the total population, supply and provisions control from all the districts, will be made with the next steps:
1. Change the Government of Thirteen to a Totalitarian Government, to have control of at least, forty percent of the supplies of each district.
2. Wait for the uprisings to occur and detonate a Civil War.
3. Get rid of the Thirteen Senators unsuspectingly and of the President
4. Rise as a hurt leader, and take over the Presidency of Panem.
5. Punish the District with the use of The Games.
6. Each 25 years, the use of a Quarter Quell.
7. Maintain the totalitarian government for sure.
8. PANEM WILL BE MINE. "
Whoa, I think.
- James, what do you think he refers to as, The Games?
- I don't know Jayson but, knowing Snow, it doesn't sound well. I'm really scared for our nation but, the President will not believe us.
- Yeah, I know.
PA: Now arriving at Disctrict 10. Our stop will be for two hours. Feel free to rest.
- Well Latier, if Snow's plan succeeds, our nation will be destroyed. I hope that this doesn't happen.
- I hope too Gaines. What worries me most, is the thing that he called "The Games".
In that moment, I realize, I have to get to the bottom of this and know what "The Games" are all about.
