The Avengers and SHIELD are after someone that's only known alias is Ghost.
They are at the top of Red Notice and SHIELD's Most Wanted list. They were able to hack into SHIELD's database and steal highly classified information. They were able to reveal HYDRA from out of the shadows to the entire world.
But now they're gunning for SHIELD and it's trail of lies and secrets. And Director Fury knows all too well about the miles long trail of secrets that SHIELD has.
Ghost is SHIELD's number one top priority. They are perceived to be extremely dangerous and not to be underestimated.
SHIELD assigns a certain SHIELD Agent that was a former Hacktivist to try and stop Ghost from releasing intel to the world.
But nobody has any information on Ghost. No social media, no DOB, no dental, no medical records, nothing. They were a ghost. Hence the name.
When Ghost receives an encrypted message from an unknown source, they are suspicious and destroy the device destroying the trace back to them.
But it proves to be pointless when they finds themself face to face with no other than Agent Daisy Johnson aka Quake.
