The first settlers on Star-Base 12 traveled from Pre-World War Planet Earth from the United States five years before Lord Patrick William Howard and his entourage fled Pre-World War Three Planet Earth from Europe.

The families came from all over the United States to San Francisco, California where the The United Federation of Planets started and had a headquarters and they were quite ordinary people with everyday jobs and they didn't come with titles and they weren't aristocrats.

However, none of the families that board the USS Yorktown on February 1, 2147 liked what was happened in the United States with all the pro-war people and anti-war people demonstrating and these protests and demonstrations were far from peaceful but they were riddled with violence, property destruction and even the taking of human lives.

Furthermore, the military was given the men that enlisted in the arm forces narcotics as many were addicted to narcotics and were depended upon it.

There were many people who did not believe in and were against it, but the demonstrations and protests got more intense with further violence and destruction and people were expected to side with one or another and no one could be neutral.

Phillip and Phyllis Williams were one of those young couples and they lived a comfortable lifestyle in San Francisco, California where he was an attorney and she was a secretary in a medical firm and they were making a good living.

Phillip Williams came from California and his wife, Phyllis James was from Texas when they met when they attended University of Southern California.

They have friends with some of professionals such as James and Karen Weston, Robert and Laura Rich, and a few other people that often got together and they were all of a like mind and they didn't know what to do, so they decided to keep themselves until some of their co-workers asked them what position they took on the onset of World War Three and with that came from Phillip Williams " I am neutral."

"You can't be neutral." One person tells him "Either you are for it or you are not."

"I am neutral, but if I had to take a side I would be against it. What good can come from it but the end of innocent lives and men." Phillip states, " Look at history and what good did any war achieve. They are for either power or religious reasons."

"In this case it is for power, it is The ECON against the Free World and this Lee Kuan is no different from Hitler, Bonaparte, or Khan," Phillip states.

"My wife and my friends refuse to be a part of it and if we have to leave California we will retrieve to the country and live peacefully." Phillip states.

Phillip and his friends here about the United Federation of Planet Relocation Program Phase I and they sign up for it and they are told that the will depart from San Francisco on February 1, 2147 and their journey will take them to either Star Base 10 or 12 and the choice is their and they decide on Star-Base 12.

All the young American couples have five days to pack up. They carry with them in their suitcases and they pack up what they can and liquidate the rest of their property and sell their houses and settle what they can get for them.

They close down their bank and savings accounts, visit their families and bid them a goodbye and wish them well and then on January 31, they head for San Francisco International Airport where the USS Yorktown is waiting to take them to their brave new world.

All the American couples are greeted by Captain Janeway and she tells them " It will take us 4.5 years to orbit around Star-Base 12, but we will take good care of you. The USS Yorktown has a library, music room, recreational hall, and mess hall and we feed three times a day and snacks upon request and we had a fully stocked commissary.'
