Decree 137
(Offender Rehabilitation Act)
§1
After serving the ten-year sentence (cf. Decree 75 MCL) stipulated for the criminal offence described (cf. Decree 11 and Decree 32 MCL), the offender shall be released from Azkaban with immediate effect.
§2
(1) The offender shall undergo Memory Modification upon release. For this purpose, the offender shall be Obliviated under supervision.
(2) The Obliviation must be carried out by an officer of the Department of Magical Law Enforcement, Auror Office. At least two other officers must be present to supervise and document the procedure.
§3
(1) Memory Modification shall be performed for the period of delinquency as well as the entire period of imprisonment. No further memories or deviancies may be modified by the executing officer.
(2) Memory Modification shall include a Substitute for the relevant period.
(3) The legal framework for the Substitute can be found in Decrees 138 to 140 and must be strictly adhered to.
§4
(1) After Memory Modification, the offender shall be transferred to their Mentor.
(2) The Wizengamot reserves the right to appoint the executing officer as well as the Mentor by means of a democratic vote. Additional comment: each release will be dealt with separately.
