Decree 162
(Offender Rehabilitation Act)

§1
Decrees 137 to 146 of this act are hereby repealed with immediate effect.
§2
At the end of a prison sentence in accordance with the Magical Criminal Law, the offender may not be Obliviated under any circumstances.
§3
Successful resocialisation continues to be the main objective of every prison release. In each individual case, the Wizengamot will decide on the appropriate length of the Rehabilitation Phase. When selecting a Mentor, it shall be checked in advance whether Mentor and offender have a history together. The Mentor can decline at any time. The offender is allowed to ask for a different Mentor.
§4
For the duration of the Rehabilitation Phase, the offender does not receive a wand. After successfully completing the Rehabilitation Phase, the offender can request the return of their wand.
§5
In the event of a failed Rehabilitation Phase, the offender is to be transferred to a permanent rehabilitation programme run by the Ministry of Magic. A return to Azkaban shall be considered as a last resort.
