Decree 145
(Offender Rehabilitation Act)

§1

After successfully completing the Rehabilitation Phase, the offender undergoes Memory Restoration. Additional comment: in this context, the word Restoration stands for the complete recovery of all Obliviated memories.

§2

(1) Whether the Rehabilitation Phase has been successfully completed shall be decided on the basis of the final report of the Mentor assigned to the offender.

(2) The final report shall contain at least the following information:
1. behaviour of the offender during the Rehabilitation Phase
2. acceptance of the offender by the magical community
3. risk of recidivism

§3

(1) The Restoration must be carried out by the same officer of the Department of Magical Law Enforcement, Auror Office, who Obliviated the offender.

(2) The offender's memories of the period of delinquency as well as the entire period of imprisonment shall be recovered. The memories of the Rehabilitation Phase shall remain unaffected. At least two other officers must be present to supervise and document the procedure.

§4

(1) Before Restoration, the offender's wand must be confiscated. It shall be retained for three months to ensure the effectiveness of the Rehabilitation Phase.

(2) At the end of the three-month period, the offender shall be given back their wand on request.

In the event of a failed Rehabilitation Phase, the offender shall also undergo Memory Restoration. §2 and §3 of Decree 145 apply here as well. Before Restoration, the offender's wand must be confiscated. After Restoration, the offender is to be transferred to Azkaban with immediate effect.
