But while a great many people see you as heroes, there are some... Who would prefer the word "vigilantes"."
Secretary Ross was standing in front of the Avengers, all of whom were watching him with serious faces.
Their team wasn't full though, some appeared to be absent.
"And what word would you call us, Mr Secretary?"
"How about "dangerous"? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders and inflict their will wherever they choose and who, frankly, seem unconcerned about what they leave behind?" He said, turning on a projection.
He proceeded to show mutliple pictures and videos of places which were ruined and destroyed in the Avengers and/or S.H.I.E.L.D.'s wake.
Videos of the Hulk going on a rampage through New York, debris and destroyed buildings of Sokovia and Washington DC, and the latest one, Lagos.
"For the past four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." He said as he dropped a thick document on the table.
"The Sokovia Accords. Approved by 117 countries... It states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nations panel, only when and if that panel deems it necessary."
Steve immediately piped up, "The Avengers were formed to make the world a safer place. I feel we've done that."
Ross refuted immediately.
"Tell me, Captain, do you know where Thor and Banner are right now? Much less, the fallen star that is (L/N)? Oh, what a perfect opportunity to bring it up."
The projection turned on once again, Steve wanted to say something, but Ross put his hand up to stop him.
"Just watch and see."
The scene showed the ruined New York, and videos started appearing.
A car getting sliced in half and the civilians leaving unscathed.
A wall of a building collapsing and more civilians getting rescued.
Entire alien squadrons being steered off-course, away from the direction of innocent people.
Many more scenes like this popped up, all from the battle of New York.
And one person was responsible for all of them.
Then, the fallen Leviathan was shown, but, the camera zoomed in.
People in black suits were going around it, examining it, looking for a way to move it.
And, looking over them were two people.
A man that looked to be in his late 40s, and (Y/N).
"That's not all."
The floating city of Sokovia appeared, and rocks and buildings were falling over, yet, somehow, they were missing the people who couldn't get away in time.
Large debris were crushed and scattered, smaller ones swatted away or sliced through.
(Y/N) once again appeared on screen, carrying a child in his arms as he delivered her to the unharmed civilians a long distance away from the danger, before getting on a bike and continuing to ride towards the city.
