This is because of a special area she can use to personally contact the [Data expunged] or [Redacted] who both could make what they would hope would be needed. They decided to build a [Redacted] with the clear condition of removing violence from the [Redacted]. It would mainly help in keeping an eye on the Serpent's Hand as they had been reported to have captured 878-1 and 878-2 so to keep an eye on them as well as [Redacted} nearby would be the best idea. So when they had gotten to the area she used [Data Expunged] which allowed them to enter their own mind with [Redacted] and [Redacted]. At first despite promising no violence they denied it but after 05-13 allowed the Librarians to punish those who break the rules they accepted the terms. Then after talks of the [Redacted] they named the [Redacted] Page to reference the Wanderer's Library with the Site Director spot still vacant as the [Redacted] need to select individuals in the foundation that are pacifists for this role especially hard core pacifists.
