Darth Sidious's Shuttle descended onto The Planet of Florum. The planet was guarded but it was nothing for Sidious, who easily slid through the planet's defenses.
Maul, his first apprentice had survived his tragic fall on Naboo and was now wreaking havoc with his brother, a yellow Zabrak.
Sidious was angry at first but then he saw an opportunity, one he couldn't afford to pass up. He was planing this for months, and he would've gotten int done sooner but he had more important business to get into.
He could sense his Apprentice deep down on the planet.
He could feel The Essence of Multiple Dark Side Users on the planet. He didn't know why Maul wold even train multiple Apprentices, but Sidious knew of Maul's opinion on The Rule of Two.
They actually shared their opinion on The Rule of Two.
Both understood that The Line of Bane needed to be kept hidden until they were strong enough, but The Rule of Two caused knowledge to get lost, or hidden.
This was because the head of the pyramid of Ancient Knowledge was enforced by The Sith Emperor or The Dark Council. Sidious was always intended to be The Sith Emperor, even going so far as to look for Vitiate's Holocrons, on Immortality. However he could never find anything on Vitiate and his studies.
Sidious knew if they were to actually stand a chance at conquering The Galaxy, they would need bigger numbers sufficient to The Old Sith Empire, more specifically Darth Revan's Sith Empire.....
Revan had one of the best Sith Empires in History, and it would be more than sufficient to The Rule of Two, but also being large enough to Rival The Weak and Pathetic Jedi Order.
The guiding principle of Darth Revan's Sith Empire was natural selection or survival of the fittest. Even the lowliest grunts were encouraged to compete for positions of power through any means necessary.
While this meant of promotion created a tense and divisive system of governance, it nevertheless ensured a powerful and capable military. Revan, then Malak after him, were the supreme rulers of The Empire and their strength and charisma alone kept their minions in check.
The Sith had a unique way of managing conquered territories.
A single governor, often a Dark Jedi, would be posted on each world and housed within an embassy which would contain a security force large enough to keep the planet under control.
The Sith fleet was often on the move which allowed even The Dark Lord of the Sith to command from the front lines.
All of these structures were designed to expedite the support and deployment of The Empire's Military Forces, rather than to provide a sedate governing body such as The Galactic Republic.
The Sith Academy on Korriban followed similar rules. Prospective students learned to care only for themselves and to be ruthlessly independent. Additionally, The Master of The academy could, at any time, be succeeded by his Apprentice.
However for his plans to now work he might have to have multiple apprentices at once. It wasn't anything new. He already had Tyranus, Mara Jade, and newly Krayt, as his Apprentices. Albite Krayt was the only one he saw as a suitable Apprentice for the long term. However this didn't mean he couldn't use his Old Weapon in Maul.
He could take up Maul and his brother as Apprentices. However Maul would still be The Grand Inquisitor, just now he'd be his Apprentice as well.
Sidious' thoughts seized as he finally arrived at the planet's stronghold. He wouldn't go in completely blind. That would be idiotic.
