Naeresys did not in fact see her father at dinner or at a council meeting since they did not host one.
Actually, her father was watching the boys train as she went to search for him. When she had heard what happened, she didn't know how to feel.
It was not lie that the Velaryon brothers did not look like Targaryens or even Velaryons, matter of fact they rather looked like Ser Harwin Strong from House Strong.
But of course, Naeresys didn't mention it. No matter how much her mother would fill their heads with non sense about Rhaenyra and her family, Naeresys knew that whatever Rhaenrya did was right for her.
Naeresys had no business meddling in her half sister's life and the young Targaryen would do everything in her power to ensure that her siblings didn't either.

The next day nothing interesting happened, for the first half of the day Naeresys had sat with her sister and listed to her talk non sense.
That's what everyone else would call it, but Naeresys knew that Helaena was a dreamer. She had learned all about it from the histories her father would tell her as a child.
For the second half of the day, that's where things got interesting. She had followed Lyonel Strong around for a bit and learned that a Council meeting was being held.
That excited the girl and she couldn't wait to spy on them. Of course when she had learned about it, she rushed to tell her maids that she was going on a walk with her sworn protector, Ser Tyson Thorne of House Thorne.
And after that she rushed to tell her sworn protector that she was going to take a long nap with her sister in Helaena's room and that she was not to be disturbed.
After all of that, Naeresys rushed even more to get to the Council room without being seen. Luckily for her the meeting had not yet started and she had enough time to get in her little corner and get comfortable.
Her corner was a corner in the far left end of the room, it wasn't far where she couldn't hear anything , but it also was not as close that she would be discovered.
She had probably sat there with her blankets and pillows for about 10 minutes before everyone showed up and sat down.
From what she could hear it was Her mother, Rhaenyra, Lyonel, Orwlye, Lyman, Jasper, Tyland, and Harrold.
As they started the meeting, they talked about the war of The Stepstones and that really got the attention of the young princess.
