Best build:
Gadget: Spicy Dice/ Candy Beans
Both are pretty viable. In general Candy Beans is much better, but showdown is a passive mode. You won't frequently get supers unlike 3v3. Spicy dice is useful because of this. 3 rerolls for the super has a high chance to pull you a stun, and you can get rid of Pop Rocks (rubbish slow super) easily. Candy Beans' buff is useful, but not as useful as the stun super.

Star power: Bellomania
Still better although it doesn't hit as hard. Four shot is hard to dodge still.

Chester no longer a better Shelly. He still has pretty good damage capabilities and a pretty good super, although stun isn't nearly as good as it was before. The stun was essentially a one-hit ko, but since projectile speed, duration, damage (and also his super charge) got nerfed, he's much less of a threat then he was. Because enemies don't know which one you're sitting on, he is still a threat because of the element of surprise.

Super: absolutely broken
Jawbreaker now only has 1 second of stun and low damage. It also has low projectile speed, so probably don't use it unless you're really close to someone. Imo salmiakki is better than the stun now. Still pretty good though if you have 2 3 and 4 shot, which should still buy you enough time to kill someone. Don't take risks though, most tanks you probably won't be able to kill.
Salmiakki (poison) is the second best. Pretty easy to hit and also very deadly to anyone. Anyone who gets hit is vulnerable to getting backstabbed for a long time.
Third best is probably candy popper. Knockback, splash and damage is pretty good.
Second last is strong mint. Large amount of healing, although you hardly ever get value. If you use it while being attacked, you're likely to die first because of the delay.
Worst is Pop Rocks. No damage and no utility because you can't aim it. Reroll whenever you get this one.

Nerfs:
Stun - Reduced damage significantly (1400 to 200)
Stun - Reduced the projectile speed by 25%
Stun - Stun reduced from 2 seconds to 1 second
Main attack - reduced damage (720 to 640)

Buffs:
Hp increased to 3500

In general, stun is pretty bad now. Still useful though bc 1 second of being an easy target is still pretty good. Projectile is also super easy to dodge, so don't use it on enemies that are far.

Main attack doesn't deal as ridiculous an amount of damage, but still pretty good for chip. He can't one shot people anymore though :(

He also received a super charge nerf that was unstated. He is now required to hit one more bell compared to before, which also means that he will need one extra ammo to charge it. This really affects his super cycling cuz you used to be able to get back your super instantly after stunning and hitting someone a few times.

How to team:
The super isn't nearly as useful now (although it was only stun that got nerfed, so still kinda good). Honestly would not suggest playing him in this state. Super is still important for surviving, so it is still advised to team and get it quickly. Just anyone that isn't an immediate threat (as in seems like will kill you the moment you get close enough)

Push him on closed maps, like Skull Creek and Feast or Famine.

Skull Creek:
There are a lot of tanks on this map and the powerups are pretty spaced out, meaning it's easy for you to get one or two. Escape route is important. Try to kill the dominating brawler if you don't see any large consequences.

Feast or Famine:
Try not to go for the power ups unless you're either sure that there is no one or you're on your four shot. The power ups are very centered so it's common for a leading brawler to have 10+ powerups.

Dark Passage/ Double Trouble:
Surprisingly viable, although you're taking a risk just by not playing Max on dark passage. Chester does have decent range and a large amount of chip damage at range.

Avoid:
You can deal with most brawlers pretty easily in general, just don't go aggro on 1 shot.

How to counter:
He's weak on 1 shot, or when he can't kill you with 3 ammo. Do calculations based on your hp for how long chester will take to kill you.

Dominating/ leading brawler:
Although unlikely as of now, don't go too aggressive. You might get overpowered. People are less likely to run away from you because of the stun nerf.
He's pretty easy to kill with no ammo/ low health, so you might wanna try to pick him off if he's vulnerable

Metas
Still not much showdown presence, but I suspect he will become more popular.
