Shelby is very much enjoying Scott petting her ears, even though she'll deny it. Scott can tell she's enjoying it, considering she's purring away.
And Scott is just enjoying that he has power over her, and is using it to his advantage. He knows Shelby's weakest points, and petting her ears just happens to be one of them.
