How would Shelby come into this AU, you ask? Scott would be the first one to find her. Perhaps her spotted her swimming around in the water off of the side of a dock, and they become good friends overtime. The way others would find her is, perhaps, she got caught in one of the nets off of a pirate ship of an opposing crew (maybe the Kestrels. Scott is a Heron), and then word spread about a mermaid pretty quickly, which is how Scott would find out that Shelby had been captured.
